The CBI has repeatedly stated that they are going to do this now, but it hasn't happened yet, there's been a lot of delays. The date and rate are classified, we do not get all of the info, complete info, and this is by design, this is a stragic thing. All in all, things are looking good, stay grounded, stick with the facts. When is this exchange rate going to go active? Could be any day now, IMO.

New IMF rules allow countries to put the fair-market-value of their oil in the ground on their asset statements. So Iraq can show a high value without the oil even having been pumped and taken to market. The RV will happen first, and then in September Shabibi can validate why he chose the rate and how it can be sustained.

THE RATE QUOTED ME (RIGHTLY OR WRONGLY) WAS IN THE MID 3'S. THE INTEL ABOUT THE IRS/UST IS TRUE AND THERE WAS REPORTED (RIGHTLY OR WRONGLY) THERE WERE A 45 DAY WINDOW THAT WILL HAVE AN EFFECT ON THE TAXATION ISSUE. THERE WILL NOT BE A TIME PERIOD TO CASH

THE VALUE OF THE DOLLAR HAS BEEN HIS MAIN CONCERN ALONG WITH THE DROP IN OIL PRICES AS THEIR BUDGET IS PROGRAMED TO OPERATE ON AT LEAST 85 DOLLARS A BARREL. THIS R/V HAS BEEN SCHEDULED 3 TIMES SINCE LAST THURSDAY AND THE STOCK MARKET HAS BEEN THE FACTOR INFLUENCING IT NOT HAPPENING. 8-11-2011 Guru Scotti G it is extremely unlikely that the value of the IQD will be above $4.40 USD. Kuwait has an agreement that the RV rate will not exceed $.50 above the value of the KWD. If you take the RI (re-introduction of the IQD at its prior value of $3.22 and add on the 20% authorized by the IMF last October then you come up with an authorized value of $3.86 (the KWD is +/- $3.64) Now given the devaluation of the USD over the last 8 or so months and the agreements of the neighboring countries, as well as potential slight RV of the KWD upward, it does not make any sense that the rate is going to be higher than $4.40...rates from $.86 -$5.25 USD have been seen on screens in banks and banking institutions across the USA. Does that mean that that is our rate…..? NOPE. They are tests which are necessary to align systems.
