The more we
understand the better about Islam, and dealing with foreign policy steeped in
historical misunderstandings and downright inaccuracies about Islam Iraq and the
Middle East.

I have noted that a cursory understanding of the mindset
centered on our investment has produced an adequate supply of commentary and
misconception as to proposed policy and government objectives as we have
extracted from Iraq’s media and occasional direct quotes from the leadership.
The truth of the matter is that not just Islamic law, but Islam itself is
incompatible on many levels with the Judaeo-Christian bases of our civilization
and care should be taken in determining the meaning in these articles. The
historical fact is that whenever a majority-Muslim country has developed into
any semblance of a democratic state, it has done so by borrowing such mechanisms
from Western republics and democracies.
Remember when the Turks and the
Tunisians both drew heavily upon French constitutional theory and law! And how
about the Ottoman attempts to put together a constitutional sultanate, based on
British and French constitutional monarchies that flubbed partly because of the
recalcitrance of then Sultan (and Caliph) Abdülhamid II!
Once again, no
republics or democracies have ever emerged naturally out of Islamic soil period!
They have always been transplanted from France or the U.K. or they were imposed
if you will, such as Iraq and Afghanistan by the U.S. Modern “Islamic” republics
or democracies. And unfortunately they became fatally flawed like Iran, with its
ayatollahs maintaining majority rule. Qur’anic literalism, and its inevitable
byproduct shari`ah law if you Google them, basically are not compatible
with rationalism that our western models are built upon. Rationalism supports a
political sphere separate from the religious one. I won’t bore you with history
but remember the different renderings for God and for Caesar? Separation of
powers etc.

I mention this is not to cast any doubt on what we are about
to achieve with our investment, but rather underscore and contrast both cultural
systems as we endeavor to draw conclusions. The volume of news and subject
matter pertaining to our investment has grown exponentially and it is now more
than ever we keep a balanced perspective and continue to be vigilant until the
conditions are right for them to move. The reason and motive for them to amend
their currency policy has its roots in western expectations but its direction
from Islam as well.

Our membership has done a great job of being alert
and sensitive to these often confusing interpretations and I am glad we have the
talent and leadership to manage this as we appear to be bringing closure on the
subject.
