once you read the above article add this info to that... in order for shabibi to intiate an rv he has to have done a full report on the impact of the rv on the economy. he has done that and it is ready to go.

now, here's the part that most of us don't understand. the legal and political procedure now, is that the PM makiki, has to REQUEST the report from the CBI. once done he has to review it and if he LIKES IT, he then has to send it to parilment where they have to okay it and send it back to the cbi to implement it. shabibi has stated that the report has not even been requested by the PM as yet.

Also, shabibi, for the reasons stated in the article above, is not going to rv until security is in place and no political faction can just come in and take over his operation. don't forget, the cbi is a PRIVATELY OWNED CORPORATION.

maliki has been stalling all this time in hopes of getting control of the security forces and forcing the cbi to print MORE DINAR to cover the deficit, which, of course, would send inflation sky high. shabibi is not going to do this and this is the main reason why he/we need the security ministers in their seats according to the Erbil agreement. in that agreement, as a means of a 'balance of power' the security minister was designated to the al iraqiya bloc, which is allawi's people. this is why last week maliki secretly sent the names of HIS minister choices to parliament. and that's why they blew off the vote. they know what he is trying to do so they are not going to vote without a "consensus" meaning all the blocs agree. maliki does not have enough sway to do this on his own and alllawi is unrelenting in his drive to not be pushed aside when, in fact, his position in the Erbil agreement would be HIGHER than maliki's.

are we getting the picture here. we are not going to rv until the security ministers are in place by consensus, meaning according to the original agreement. so when you see "al iraqiya refuses to vote" it's for the reasons i've just stated. maliki does not want to allow this to happen because it would, for all intents and purposes, strip him of most of his power as allawi's council would be a higher decisive political force in their GOI.

What going to happen then??? i just read today that they are going to publicize the Erbil agreement, which has been a secret until now, so it can be seen by all who is conforming and who is going against their commitment. if this happens it will expose maliki for the power monger that he is. he will either meekly "consent" to the agreement (unlikely) or go down in flames and try to take the whole GOI with him. i don't think he will be able to do that because there will be a no confidence vote and he will be gone. i only see him consenting as a last resort and then only if he can somehow negotiate more control for himself. he is cut from the same cloth as saddam.

maliki is the reason we have not rv'd. that's it plain and simple. we need to see the ministers seated according to the agreement, the cbi plan approved and then we will see the rv. IMHO
